I want to know who is the online traffic seller and how one should become? Is it related to some type of traffic generation tactic or some business else?

Most of the people advertising such services are con artists... They use scripts/bots to fake traffic... If it is not clear where the source of the traffic is then stay well away... Its easy to spot due to absence of referral traffic and time/behaviour on your website... A legitimate source would be an ad, post etc on a busy website or through solo ads using email marketing as well as social networking followers...

If you want to be a legitimate seller of traffic - then you need to have a legitimate website which is getting tons of traffic or a big social following or a massive email list....
