Is "add a site to Google Webmaster Tools" more benefit for SEO and increasing frequency of google spiders visit my site?

Yes definitely. Register a Google webmaster account and add your website there. You also need to add the tracking code generated to your website. This will help improve your website seo and help rank your website in Google.

Completely 100% disagree with this statement!!!

It is total nonsense that having a Google Webmaster Account (GWT) will improve SEO and search rankings... If that was the case then for sure that would be unethical and further would be a massive legal issue globally to force people to use GWT in order to improve rankings... They call that unfair business practice...

The fact is GWT and also Google Analytics has nothing to do with SEO and rankings... The same also applies to Adwords too...
