Web SEO Programming Prior to Search Engine Submission.

My first understanding of SEO is to have the following HTML embed code added to a website prior to being submitted to search engines:

<meta name="_(single word)_" content="_(searchable phrase)_">

Then the URL is submitted to search engines using tools such as for Google:
https://www.google.com/webmasters/tools/submit-url

However the algorithm for search results keep changing. Is there more that I can do myself without having to pay for it or invest in advertising?

I don't believe that makes much difference. What is important is that you have great content, proper use of heading tags, meta titles for each page and meta descriptions. Once that is done, submit xml site maps in webmaster tools at Google and Bing so you can tell the search engines where all your pages are at.
