what is the difference between banned and disapproved adsense accounts?

If your account got banned you can't re-apply for google adsense with similar details.
If your account got disapproved you can re-apply using the same credentials but with a new websites which follows TOS of adsense.

Banned refers that you will not be able to apply for an adsense using the same account for your website. Disapproved is that your application has been denied for the time being due to the required criteria. You can re-apply for the account in future to place adsense on your website.

Like the others said, a banned account means that you can't participate in the Adsense program. This is something that happens to many people because they violate a Google Adsense policy in one way or another. This is something you want to be careful of so you don't get banned from Adsense.
Disapproved just means that they didn't approve your account and it's usually because the site you submit is violating one of their policies in some way or it might just be a real low quality website and they didn't approve it because of that.

Banned means that you will not be able to use adsense for your websites and disapproved means that you didn't meet the qualification standards that they have to get approval. If you get disapproved that just means that you have to figure out why they didn't approve you and make the needed changes to get approved.

What it comes down to is that "Banned" means you are not allowed to have an Adsense account and it's permanent in most cases. Where "Disapproved" means that they didn't approve you now but you can try later if you fix the cause/s of not being approved as this is not permanent like "Banned" means.

Banned adsense account means that your adsense account is suspended permanently and you cannot open the account with same details. However disapproved account means you can re apply with that account after making the necessary changes.
