Well it really depends since both are completely different.

As an advertiser you are the one who pays to have your product/service shown. So it comes down to conversions.

As a publisher, you are the one displaying the ads either on a magazine, book, web site, etc...

So what will give them more money and why? as they are 2 different ends it will depend. for the advertiser it's about ROI and for the publisher how good the content and traffic quality is either online or physical.

Make it simple. Advertiser pays. Publisher gets paid from the advertiser. In truth, an affiliate is really a publisher too.

I do not believe that one can be both so they are really different. The Advertisers pay to get their product listed on the network to draw more customers and traffic. The publisher is the one that spreads the word making sure the advertiser gets the traffic they paid for.
