Are HTML Embedded Tags Effective?

Are HTML embedded tags still effective? This is what I have been doing (see below). Is this what you do?

The standard tag is:

<meta name="_tag_" content="_searchable phrase_>

Many can be entered to a website and a blog. Then the website or blog is submitted to search engines for meta tag recognition.

Search engines algorithms have been changed so much, that I'm not sure if putting the effort into meta tags makes a difference or a least as much of a difference.

What are your thoughts? Any success stories in your case?

I could be wrong, but I'd have to say that they are out of date. In other words, search engines don't take them into consideration much. However, though, to be on the safe side, it wouldn't hurt to implement them.

Oh, by the way, a lot of forum and blog software allows you to add it as a mod. Have you tried any mods like that? At the least, I have tried one with WordPress, but I don't think it made much a difference.
